What does owner-paid storm cleanup include?

Hazard trees, hung-up stems, and the wood that still sits on private lots. A chainsaw crew takes leaners off a roof. A grapple sorts what a chipper can eat from what has to ride a truck. Clean chips can stay on a stable slope as cover. Dirty flood wood, mixed construction debris, and anything that isn’t vegetative goes to a legal dump. You keep the tickets.

The public program finished about 93 percent of more than 5,000 applications, 4,771 parcels. Waterway debris came out at about 1.29 million cubic yards. Buncombe right-of-way removal finished in April 2025 at about 1.01 million cubic yards. A pile still sitting on a Swannanoa lot is there because that queue closed.

Black Mountain, Marshall, Old Fort, Lake Lure, Chimney Rock, Bat Cave, Alexander, and Barnardsville still have active rebuild demand. Bat Cave’s access road reopened after 18 months, which is the kind of delay that left private piles sitting. The work looks the same on a creek lot and a ridge lot. Access is what changes the day. The method split with downed timber cleanup is simple. If it threatens a structure or blocks the only drive, it comes first. If it’s a yard pile that only blocks the garden, it can wait on a truck day.

What the chainsaw crew does that a machine cannot

A leaner on a roof, a stem hung in a keep-tree, and a root plate that stood up when the tree went over are saw work. The crew reads the bind in each stem before it cuts, because storm wood is loaded in ways a standing tree is not. A hung stem gets pieced out from the top or pulled off its hanger with the grapple before anyone cuts the butt. A root plate gets its stem cut where it will not slam the plate back into the hole.

Only after the hazards are on the ground does the grapple start. That order costs time and saves the roof, the keep-tree, and the sawyer. On a slope of small downed stems with nothing under threat, the tracked mulcher chews them in place and the crew goes home early.

How do you handle trees on a house without making the slope worse?

You don’t send a mulcher at a leaner on a roof. The saw crew drops hazards with a planned fall or a piece-out. The grapple then takes the stem in sections so the toe of the slope isn’t used as a dump. Chips that stay are a blanket, not a fill. If the bank already moved, we stop and you get an engineer before anyone cuts. That landslide-damaged ground is a different job from a yard pile, and the repair belongs to a grading contractor working to the engineer’s plan.

Clay-rich saprolite over shallow bedrock is the common profile around Asheville, which sits near 2,100 feet. Wet clay will still stop a machine. Ice will too. The quote assumes we can hold the grade we walked.

What should I save for insurance?

Photos before anything moves, photos of the access, and every haul ticket. A short written scope of what came off the lot helps an adjuster who was not standing there. We can build that packet. We can’t tell you what a policy will pay two years after the storm. Ask your agent. If the file is closed, the packet still helps a later dispute. If it’s open, don’t start the pile until the carrier has the before shots, unless the tree is on the roof tonight.

Public right-of-way and waterway work already ran. Private lots were the FEMA PPDR queue, and that queue is closed to new applicants. Buncombe County’s debris page is the place to confirm you aren’t still in an old application.

Does leftover Helene wood raise wildfire risk?

Yes. Drying timber from the storm fed the Black Cove Complex fires, about 7,700 acres in Polk and Henderson counties, in March 2025. Officials have said the region is still under-prepared. The Blue Ridge Parkway is running a fuel-reduction and debris project on nearly 3,000 acres across six zones from late summer 2026 through spring 2027. The same dead fuel is in the yard. Clearing it’s also wildfire work from Helene debris.

Burning land-clearing debris on more than 5 contiguous acres needs the NC Forest Service special permit, plus 500-foot setbacks from occupied structures. Household trash burning is illegal statewide. Haul or chip. Don’t light a mixed Helene pile.

If a job still has a federal nexus, northern long-eared bat rules can keep crews off suitable roost trees from April 1 through November 14. That timing matters on leftover FEMA-funded or Army Corps work. Owner-paid private work without that nexus doesn’t inherit the FEMA calendar by default. Ask before you assume winter-only. Don’t delay a roof leaner on a bat theory that doesn’t apply to the contract.

Who hauls Helene debris on private land now?

How soon should remaining debris come off?

Public programs already ran. What is left is in your way, on a slope, or next to a house. Hung-up trees and leaners on a roof should come down before the next ice or wind. Piles that block a drive block the next repair crew too. There is no second FEMA queue to wait on for new private applications.

What if the slope itself moved?

Buncombe County documented 301 landslides by late October 2024, and that risk remains elevated. If the bank cracked, dropped, or took a house bench with it, stop. No. We cut, grapple, chip, and haul what sits on the surface. Flood silt that has to be moved, a buried log jam in a creek bank, and a scoured drive that needs new base are an excavator's work, and that belongs to the owner's grading contractor. We can clear the wood off the silt so the grader can see what is under it, and we keep the tickets for what we haul.
