Haywood County runs its own erosion program out of Clyde, and it has done so since 1988. The trigger is a half acre, 21,780 square feet, and the county counts the haul road and the spoil pile toward it. Canton is 25 minutes from the Asheville yard on I-40. Maggie Valley is 40, and the last of those minutes are the ones that decide the price.

Who reviews an erosion plan in Haywood County?

The county erosion control office in Development Services, a delegated local program under the state act (county land-disturbing page). A half acre of disturbance needs a plan and a land-disturbing permit. Under a half acre, if the job needs a building permit for a house or a commercial structure, a plan and permit still file, with a $50 review. Chapter 154 is the local law (Chapter 154).

DEQ’s July 2024 listing puts the fee at $350 per acre or part of one, covering two reviews, with a third review at $100 per acre (DEQ fee listings). Add 10 percent if the work may affect classified trout waters, which in Haywood is a lot of the county. Fees double if grading starts first. At 5 acres or more, a performance bond of $2,500 per acre goes on file. Confirm the figures with the office at filing.

What do the slope rules add?

Engineering on any tall cut. Haywood’s application walks cut slopes at 1 to 1 or flatter, fill slopes at 1.5 to 1 or flatter, fills placed in about 9-inch compacted lifts, and a ban on slopes over 40 feet steeper than those ratios. A driveway bench into a Waynesville hillside or a pad above Jonathan Creek can hit those numbers on the first pass. Walls and grading get staged together on that ground, and both belong to the owner’s grading contractor (Haywood grading requirements). A graded slope needs cover within 21 days whichever ordinance applies.

Burning and the trout strip

Open burning needs an NC Forest Service permit through the Haywood County ranger, and land-clearing debris on more than 5 contiguous acres needs the special permit (NC Forest Service permits). The Pigeon River, Richland Creek, and Jonathan Creek drainages carry designated trout water, which brings the 25 foot undisturbed strip from top of bank and the 10 percent fee bump. Check the stream on the DEQ classification schedule before you plan a crossing. On a creek lot we mulch in place and leave the chip layer on the bank.

Where Helene still shapes the work

The Pigeon River ran through Canton and Clyde and took the mill town’s floodplain with it. Haywood’s right-of-way debris pickup ended March 28, 2025, and the county’s page tells owners not to put storm debris out after that date (Ready Haywood). The state SMART program still lists Haywood County on its roster for private property work (SMART roster). Registered parcels may see a crew. Everything else is storm cleanup at the owner’s cost.

Ground and access across the county

The I-40 corridor from Canton through Clyde to Waynesville sits on the Pigeon River floor, and a dump truck can cycle there. Off the floor the county climbs fast: Maggie Valley toward Soco Gap, the Plott Balsams, the Cataloochee side. Those are tracked-carrier jobs with walked-in access and a half-acre permit trigger that a driveway alone can cross. Is anyone still picking up Helene debris in Haywood?

Not from the road. Right-of-way pickup in Haywood ended March 28, 2025. The state SMART program lists Haywood County on its roster for private property work, so a registered parcel may still get a crew. Wood that never went on a list is the owner's cost. The Pigeon River corridor through Canton and Clyde still has it. Whoever hauls, get the landfill ticket.
