Estate lots around Kenmure and Highland Lake still carry ivy in the canopy and a driveway that won’t take a lowboy without a plan. Flat Rock is the Village of large parcels, gated streets, and ground that looks like a park until you price the first cut. Greenville Highway will move a truck. Little River Road and Memminger Drive won’t, and the trees you meant to keep are the ones wrapped in English ivy.
Greenville Highway puts Flat Rock about 30 minutes south of Asheville. A Highland Lake Road gate is a same-morning unload.
Highway and lake versus Kenmure and Little River Road
Greenville Highway (US 25) and North Highland Lake Road are the truck routes. Stage, turn, leave. Kenmure, Little River Road, Memminger Drive, and West Blue Ridge Road are the other job: canopy, gated entries, and driveway pitches with no shoulder. Residual clay and shallow rock under that canopy are why we bring a tracked mulcher. A dump that rolled on Greenville Highway will spin on a wet Kenmure cut.
St. John in the Wilderness and the Carl Sandburg Home (Connemara) sit on this same side of the village. Adjoining private lots get treated as neighbor ground, not as a park. Flat Rock Playhouse traffic on Greenville Highway doesn’t change the last pitch on Memminger Drive. We still walk the gate, the turnaround, and the trees wrapped in ivy before a machine comes off the trailer.
Estate canopy and gated access
Large parcels here buy forestry mulching first, usually selective, so the estate keeps its mature trees. View clearing opens windows without stripping the ridge. English ivy and privet are the standing problem on old canopy lots, which is invasive species removal, not a one-pass hog. New envelopes still need lot clearing and homesite prep or land clearing for the pad and the drive only. Cover goes on the same week, because a Kenmure-size disturbance crosses Henderson’s 0.5-acre line without trying (forestry mulching and erosion control).
Ivy in this canopy isn’t a cosmetic. It loads the keep-trees you paid for, and it hides the rock until the first stump pull. We cut-and-treat, then mulch the understory so a Kenmure lawn crew can actually reach the trunks next season. Privet on Little River Road edges gets the same cycle, not a one-pass hog that leaves every root.

Permits in the Village of Flat Rock
Village lots still run through the county erosion desk, listed with Hendersonville, Fletcher, Laurel Park, and the unincorporated land (Henderson County soil erosion plan requirements). File at 0.5 acre of scrape, at 1 acre for a single-family house, and at any size on mapped steep slopes. The fee stack is about $300 an acre plus $200 to review. Underneath that, the state still wants a 1-acre filing 30 days out (NC DEQ erosion rules). A Little River Road drive can cross 0.5 acre by itself.
Get cover on the graded face inside 21 days (NC DEQ seeding specs). Under canopy edges the grading contractor hydroseeds. Then the watershed clock for full stabilization is 15 to 90 days.

Do gated Flat Rock parcels still need erosion control under an acre?
Yes on the ground, and often on paper. Single-family work under 1 acre, or other disturbance under 0.5 acre, can skip the formal plan. Mapped steep slopes still need a plan at any size. A Kenmure or Memminger Drive envelope rarely stays under those lines once the drive and the septic field are counted. You still put cover down within 21 days, and you still stop at the trout buffer. Gated doesn’t mean exempt.
Burning land-clearing debris on more than 5 contiguous acres needs the NC Forest Service special permit (NC Forest Service open burning). Estate lots here usually mulch in place so the slope keeps cover.

Flat Rock sits south of Hendersonville on Greenville Highway. Etowah is west toward Brevard Road. Horse Shoe is the farm community over that same ridge. A Kenmure lot isn’t a Banner Farm Road pasture. Nearby towns are collected on the service areas map.
