Cane Creek still has working ground. Charlotte Highway and Emmas Grove Road climb off that floor into wooded homesites. Owners here buy days of mulching, not a two-hour backyard flush. Twenty minutes from Asheville is enough for the job mix to change: acreage, leftover pasture, and ridges that will stall a wheeled tractor.

Fairview is about 20 minutes southeast of our Asheville base.

Cane Creek valley acreage

The valley floor along Cane Creek and Cane Creek Road is the workable farm ground. Fairview Road and Charlotte Highway are the spines. Emmas Grove Road is where the lots stand up and the trees get thick. Under both is clay-rich saprolite over weathered granite and gneiss, with bedrock that shows up as soon as you leave the creek bench (Buncombe soil survey). Pasture reclamation on old WNC homesteads usually needs tracked equipment, not wheeled. South-facing benches are the pieces people want for food plots.

A lowboy can make Charlotte Highway and Fairview Road. The last pitch on a ridge driveway off Emmas Grove Road may not. We walk that before we quote. Creek-bottom farms can take a dump. The wooded knob above them often can’t without a tracked carrier and a pull-off plan.

Farms, homesites, and why mulching wins

The ticket we write most often is forestry mulching on wooded acres, then pasture reclamation on the fields that grew up in autumn olive and multiflora rose. Brush clearing is the maintenance pass after the first year; 1 to 2 cuts a year keeps those shrubs from taking the ground back. Land clearing with stump grinding is for a homesite pad or a septic field that can’t sit on chips. Cover closes every cut. Graded slopes need ground cover within 21 days (NC DEQ seeding specs), and the grading contractor who opens the pad owns that clock. Where we mulch, the chips are the cover (forestry mulching and erosion control).

Open burning on more than 5 contiguous acres needs a special NC Forest Service permit, with piles 500 feet from occupied structures (NC Forest Service open burning). Mulch-in-place is why a lot of Fairview acreage never sees a burn pile.

County rules on the east side

Fairview is unincorporated Buncombe. State law requires an erosion and sediment control plan for land-disturbing activity of 1 acre or more, filed at least 30 days before work. The state review fee is around $119 per acre (NC DEQ erosion rules). Forestry operations following BMPs are exempt; a homesite pad isn’t. Under an acre you still handle silt fence and ground cover.

The City of Asheville’s 10,000 square foot trigger doesn’t apply here (Asheville design standards). Buncombe’s Steep Slope/High Elevation Overlay does: above 2,500 feet with natural slopes of 35 percent or more, zoning and site plan review before building permits (Buncombe steep slope application). Valley-floor farms along Cane Creek are usually out of that overlay. Ridge lots off Emmas Grove Road may not be.

Designated trout waters get a 25-foot undisturbed buffer from top of bank (15A NCAC 04B .0125). Trout waters are common in Buncombe. Do I need a permit to mulch 3 acres off Charlotte Highway?

Yes, if the land-disturbing activity is 1 acre or more and it isn’t a forestry BMP harvest. File at least 30 days out. The review fee is around $119 per acre. Under an acre, skip the state plan and still seed within 21 days. Still stay 25 feet off designated trout water. Still pull the steep slope overlay if the ridge is above 2,500 feet at 35 percent. The mulch layer holds the slope, so mulching often meets those lines without a grub.

Twenty minutes out

Asheville is the city core, ADU lots and all. Swannanoa is over the ridge to the north, still carrying Helene rebuild work. South Asheville is the Airport Road pad corridor. A Cane Creek pasture isn’t a Sweeten Creek commercial cut. The map is on service areas.

From our Asheville base the drive is about 20 minutes. That’s far enough that a Cane Creek pasture day is its own job, not a leftover after an Asheville ADU.

Does Fairview follow Asheville city clearing rules?

No. Fairview is unincorporated Buncombe. The state 1-acre erosion plan applies, filed at least 30 days before work, with a review fee around $119 per acre. Under an acre you still owe silt fence and ground cover within 21 days. The city's 10,000 square foot trigger stays inside Asheville. Ridges that climb above 2,500 feet at 35 percent slope can hit Buncombe's steep slope overlay even when the disturbed acreage is small.

Can you reclaim an old Cane Creek pasture or do we start over?

Most old WNC homestead pastures can be brought back with tracked mulching, then lime and reseed, rather than a full grub to mineral soil. Wheeled bush hogs stall on the slope and leave stumps you'll hit with a mower. Tracked machines are the usual tool on that ground. How long until it supports livestock depends on what you seed and when you start; we won't invent a grazing date. Brush control is a cycle, not a one-pass miracle.

Do Cane Creek lots need a trout buffer?

If the water on the survey is designated trout water, yes: 25 feet undisturbed, measured from top of bank. Trout waters are common in Buncombe. We flag the buffer on the walk-through instead of assuming every ditch is exempt. The French Broad basin has no Neuse-style riparian buffer of its own, so the trout rule and local stormwater rules are what you actually have. Mulching near the buffer beats a dozer cut that washes into the creek.

Why mulch a Fairview homesite instead of pushing it with a dozer?

Stem density and slope. A tracked mulcher with a drum or rotary head will climb grades a dozer can't, and the mulch layer is erosion control on day one. A bare dozer cut on clay saprolite wants a 21-day seed clock you now have to beat. A full grub to mineral soil is a grading contractor's dozer day when the builder needs it. On a wooded ridge off Emmas Grove Road, mulch-in-place is usually the first day we bid.
