Burnsville is the Yancey seat, and the work up here is high-elevation timber, not a river-town rebuild. Helene laid wood down on ridges that already sat well above Asheville’s 2,100-foot floor. Mount Mitchell, the high point east of the Mississippi at 6,684 feet, is in this county per Britannica on Asheville elevation. Two years later a lot of that timber is still on the ground, dry, and in the way of a house, a hunt plot, or a defensible space. The private-property debris list stopped taking new names on April 15, 2025 per Buncombe County debris management, regional closeout. Yancey posted no matching tally. Asheville to Town Square is about 42 minutes if US 19E is moving. Hollows off NC 197 add time.
High country versus the town floor
Downtown Burnsville and the US 19E strip are where a truck can turn. Cane River lots on that floor can take a blade. Climb toward the Blue Ridge Parkway or up NC 197 and the day changes: elevation, thin soil, stems that have been on the ground since the storm. Regional soils are clay saprolite over weathered rock. Tracks hold. Rubber on a wet pitch does not.
We look at the last driveway pitch before we price it. A trailer that dies on NC 197 is a wasted morning, and the quote should say so up front. Town Square can hide that. A lot that looks like a town lot on the tax map can still sit on a Cane River bank with no turnaround. We walk it anyway.
The Parkway itself is in a fuel-reduction and debris project of nearly 3,000 acres across six zones, late summer 2026 through spring 2027 (WLOS Parkway fuel project). That is public land. Drying storm wood on private tracts next to it is still fuel.
Storm wood, fuel, and what owners hire
Most calls are storm cleanup and debris removal or forestry mulching on timber that never made a federal list. We chip what we can. Haul-off works on the US 19E floor. On a Parkway-side grade, mulch-in-place is the cover layer.
Downed timber and storm cleanup is the salvage-versus-fuel read. Wildfire risk from Helene’s downed trees is the reason we also sell wildfire mitigation and defensible space. Officials have already said WNC is under-prepared for fire after Helene (WUNC fire officials). A firebreak and defensible space page sits in the rural cluster for a reason.
Owners cutting a new envelope hire land clearing. South-facing benches in this county make food plots and hunting land worth siting before you swing a head. Cover closes the week you open a grade, not next spring (forestry mulching and erosion control).
Yancey filings
Yancey does not publish a half-acre local trigger like Henderson, and it is not Asheville’s 10,000-square-foot city rule. The Sedimentation Pollution Control Act still applies: disturb one acre or more and file the erosion plan at least 30 days before work (NC DEQ erosion rules). Forestry BMPs and ordinary farming stay exempt. Under an acre you still hang silt fence and cover dirt.
Bare soil after a grading phase needs cover in 21 days (NC DEQ seeding specs). Grading contractors hydroseed steep Yancey cuts because that mix holds. Watershed closeout can run 15 to 90 days.
If the plat shows designated trout water, keep 25 feet undisturbed from top of bank (15A NCAC 04B .0125). Cane River lots get that check. Tie-ins to US 19E or NC 197 need NCDOT driveway paper. Burn more than 5 contiguous acres of land-clearing debris and you need the special Forest Service permit, with piles 500 feet from occupied structures and 250 feet from public roads (NC Forest Service open burning). Most hollows cannot meet those setbacks, which is why we mulch.
Do you still get help hauling Helene timber?
No. Private pickup is closed to new applicants. We will not stamp Buncombe’s 4,771-parcel figure onto Yancey. Housing repair money is still in the state system (Carolina Journal recovery reporting). It does not chip your oak. Paying a crew is the program that is left.
Forty-two minutes north
