Two acres above Black Mountain, a 25 percent grade, a spring on the uphill neighbor, and a plan: an RV pad this year, a cabin in two, and weekend guests to pay for both. The owner has a spot picked out with the view. The spot is 30 feet from where the well has to go and 8 feet from the line.
The view doesn’t pick the pad. The setbacks do.

Where can the pad go?
Inside the septic setbacks, on ground that can hold a level pad without a wall. 15A NCAC 18E .0601, Table IX, effective January 1, 2024, sets the distances a wastewater system keeps from everything else on the lot, and on a small mountain parcel those distances decide the layout before the excavator arrives.

The well and the drain field claim the first 50 feet. The drain field wants the gentler ground, and on a 25 percent lot the gentler ground is the same bench you wanted for the pad. That’s the trade on almost every small WNC parcel. The rule allows a system closer than 100 feet but never under 50 feet from a well for repairs and space limitations when conditions are met, which is a health department call, not yours.
Grade decides the rest. Every foot of cut on the uphill side is a foot of fill or retaining wall on the downhill side, and Asheville regulates retaining walls over 4 feet separately inside the city. How big and how level does an RV pad need to be?
Long enough for the rig hitched to the tow vehicle, wide enough for the slides plus a walkway on the door side, and near level so the leveling jacks do the last inch instead of the first foot. Measure your own rig with the slides out and bring that number to the walk-through. Nobody publishes a pad size that fits every trailer, and a pad sized to a brochure is the one you can’t park on.
Level is the expensive word on a slope. The pad should carry a slight fall away from the door so rain leaves, and the uphill edge needs a ditch or a swale so the bench doesn’t turn into a pond in a March storm. Clay-rich saprolite holds water, and a pad cut into it without drainage is a mud pad by the second winter.
Build it on ABC, the NCDOT aggregate base course. Section 520 of the NCDOT Standard Specifications compacts base to 100 percent of the density from AASHTO T 180 by the ring test, or 98 percent of the nuclear target density, in single lifts up to 10 inches and no layer thinner than about 4 inches, at a moisture content near the one that gives maximum density. That’s what a road bed gets. A pad that gets it doesn’t rut under a fifth wheel. Loose gravel dumped on wet clay does.
What does the driveway have to be?
Wide enough for the truck and trailer on the way in and a fire truck on the way to the cabin. The North Carolina Fire Code 2024 requires a fire apparatus access road to within 150 feet of all portions of a building, with an unobstructed width of 20 feet and vertical clearance of 13 feet 6 inches. Dead ends longer than 150 feet need a turnaround. The turning radius and the maximum grade are set by the fire code official based on the local department’s apparatus, so the number to ask for is the one the county fire marshal uses on your road. An RV pad with no building is a different conversation, and the cabin brings the code with it.
At a state road the NCDOT driveway policy applies. Two-way driveways run 20 to 36 feet wide at the pavement edge, one-way 12 to 24 feet, at an angle between 75 and 90 degrees to the road. The driveway pipe is at least 15 inches inside diameter and no more than 48 inches unless the district engineer says otherwise, with a minimum length of 20 feet. For a single-family lot NCDOT installs that pipe at its expense if the owner furnishes and delivers it, under 19A NCAC 2D.0421. That’s one of the few free things on this list.
Mountain switchbacks are where a 40-foot rig gets stuck. A trailer swings wide on the inside of a turn, and the inside radius on a bench cut into a hillside is smaller than it looks from the seat of a pickup. Driveway and access road clearing covers crown, ditching, and culvert sizing. A grading contractor does the build.
What are the short-term rental rules in Asheville and Buncombe County?
Inside the city, a homestay permit requires a home in a residential zone, an owner who lives there full-time, no more than 1 or 2 bedrooms rented, and stays under 30 days. Renting the whole house or apartment for less than a month is a short-term vacation rental, and Asheville allows STVRs only in the Resort zoning district. That’s the city’s own page, updated April 13, 2026. A cabin on a city lot with the owner elsewhere is a violation before the first guest arrives.
Unincorporated Buncombe County has not adopted new rules. The county’s Short-Term Rental Ad Hoc Committee met August 28, September 11, and September 25, 2024, canceled its October meetings, and by June 2025 a county spokesperson told Blue Ridge Public Radio the committee is no longer meeting, with the Planning Board turned to the Swannanoa Small Area Plan and recovery text amendments. Zoning for your parcel is the current answer, and the county planning office is the one to ask before you build for guests. Lake Lure, NC and the other towns each carry their own ordinances.
An RV as the rental is its own zoning question and this company doesn’t answer it. The site work is the same either way.
Which permits does the site work trigger?
The septic improvement permit first, because it fixes the layout. Then the disturbance triggers. State law requires an erosion and sediment control plan for land-disturbing activity of 1 acre or more, filed at least 30 days before work. Asheville starts at 10,000 sq ft inside the city. Henderson County starts at 0.5 acre, or any size on mapped steep slopes. Graded slopes need ground cover within 21 days of a grading phase.
A pad, a driveway, and a drain field on a 2-acre lot can cross an acre of disturbance without trying. Slope rules stack on top. Buncombe’s Steep Slope and High Elevation Overlay requires zoning and site plan review above 2,500 feet on natural slopes of 35 percent or more. Asheville’s ordinance starts at 2,220 feet and 15 percent grade. Buncombe County steep slope rules covers both.
NC 811 comes before any digging: notice 3 to 12 full working days ahead, marks good for 15 working days, hand digging within 24 inches of a marked line. Grading and clearing work at 30,000 dollars or more requires a General Contractor license with the Grading and Excavating classification, which is a question to ask the contractor on the phone.
What does the walk-through cover?
The well spot, the drain field spot, the property pins, and the grade, in that order. Then the rig length, the turn at the road, and whether a lowboy can get the excavator in.
